Government to Ease Business Rates for Struggling Pubs

The government is set to ease upcoming increases in business rates to provide relief for struggling pubs, according to sources familiar with the matter. The Treasury is expected to unveil a revised plan in the coming days to assist financially strained pubs, including adjustments to business rates and streamlining of licensing regulations.

This decision follows Chancellor Rachel Reeves’ directive to explore support for the hospitality sector ahead of the holiday season in response to strong opposition from businesses. Concerns have been raised within the industry about the potential for widespread closures due to escalating costs, leading to some Labour MPs being barred from local pubs by frustrated landlords.

Originally, changes to business rates scheduled for April were scheduled to coincide with the phasing out of a Covid-related discount, resulting in a substantial bill increase for pubs. Ms. Reeves reduced the relief provided since the pandemic from 75% to 40% in the Budget, with plans for it to end completely in April.

The adjustment was planned to align with revisions to business rates for all non-residential properties, based on property rental costs in 2024 and potential turnover. While Ms. Reeves highlighted that over 750,000 retail, hospitality, and leisure properties would benefit from lower rates permanently, the sector expressed alarm over pubs facing significant rate hikes.

This reversal follows previous instances where the government yielded to pressure, including protests from farmers over inheritance tax hikes. Emma McClarkin, CEO of the British Beer and Pub Association (BBPA), welcomed the reconsideration of business rates increases, emphasizing the potential positive impact on pubs nationwide.

However, the extension of this relief to other sectors remains uncertain, prompting UKHospitality chief Kate Nicholls to advocate for broader support to encompass all hospitality businesses. The importance of supporting the spirits sector was also highlighted by Carolyn Harris MP, underscoring the need for a thriving industry beyond just pub sales.

Government officials, including Cabinet Minister Pat McFadden, acknowledged the economic and cultural significance of pubs in the UK, affirming their commitment to assisting the sector. The Mirror has been actively campaigning to support British pubs through its “Your Pub Needs You” initiative.
