President Donald Trump has issued a warning, indicating his readiness to utilize the US military to address protesters in Minnesota by invoking the Insurrection Act to halt the ongoing chaos.
The rarely employed Insurrection Act grants the President the authority to deploy military forces within the nation to suppress rebellion or violence, allowing him to circumvent State governors and local officials. This move would involve dispatching National Guard troops from different regions to Minnesota. The escalating unrest in Minnesota might justify the activation of this act; however, resorting to military force against American civilians would mark a significant escalation. The last notable use of this act was by George W. Bush during the 1992 LA riots.
Historically, Lyndon B Johnson employed the act twice in the 1960s, first during riots in Detroit and then following the unrest after the assassination of Martin Luther King Jr. Its application has always been limited, addressing specific instances of violence or unrest beyond the capacity of local law enforcement. Trump, in a post on Truth Social, emphasized his intent to invoke the Insurrection Act if the situation in Minnesota does not improve, attributing the unrest to what he labeled as “professional agitators and insurrectionists” targeting ICE personnel.
Trump has repeatedly alleged, without evidence, that protests against ICE operations in Minnesota are orchestrated and involve “professional” individuals. This aligns with his administration’s narrative of labeling dissent and protest against his administration as coordinated efforts led by “radical leftist” elements. Prior to this, Trump had threatened to invoke the act following protests in Portland and Los Angeles. The Department for Homeland Security’s actions in Minnesota have faced criticism for targeting legally protesting individuals, with over 2,000 arrests reported since early December.
Minneapolis Mayor Jacob Frey expressed concern over the situation’s sustainability, describing the influx of federal forces, significantly outnumbering the city’s police force, as an “invasion” that has unsettled and incensed residents.
The President’s announcement follows an incident where a federal immigration officer shot and injured a Minneapolis man who had attacked the officer. This event exacerbated the already tense atmosphere in the city following the fatal shooting of Renee Good by an Immigration and Customs Enforcement agent.
In response to the recent shooting, a clash between federal officers and protesters ensued in Minneapolis, with tear gas and projectiles exchanged. Police Chief Brian O’Hara declared the gathering unlawful, urging dispersal.
Subsequently, the situation calmed, with only a small group of demonstrators and law enforcement present by early Thursday morning. Demonstrations have become recurrent in Minneapolis since the shooting of Good, with confrontations between agents and locals escalating.
